The Government of Seychelles prepared an Environmental and Social Management Framework (ESMF) and a Process Framework (PF) in line with the World Bank safeguards policies and consistent with national regulations to identify and address the main environmental and social impacts of the SWIOFish3 project.
The ESMF provides the environmental and social due diligence principles and processes that need to be followed, as well as the measures to be implemented by project stakeholders and beneficiaries to mitigate potential negative E&S impacts caused by any of the sub-project activities during the implementation of SWIOFish3.
The PF provides the criteria and procedures to be followed when a sub-project activity is identified as having a potentially adverse socioeconomic impact on existing rights, assets or livelihoods, for example; as a result of new restrictions on access to fisheries or other natural resources.
What is Environmental and Social Safeguards?
- This refers to policies, standards and operational procedures designed to first identify and then try to avoid, minimize or mitigate adverse environmental and social impacts that may arise in the implementation of development projects’ activities with an aim to ensure sustainability of the outcomes of the projects.
- It is basically the integration of environmental and social considerations into project decision making process.
- To comply with the safeguards policies requirements, it is crucial for proponents to take note that environmentally and socially sustainable projects are primarily achieved through a good project design during project preparation and effective environmental and social management during project implementation.

The SWIOFish3 project is coordinated by the Department of Blue Economy and the Ministry of Finance, Economic Planning and Trade and it is implemented by the Department of Fisheries , the Department of Environment , the Seychelles Fishing Authority , DBS and SeyCCAT.
